摘要
在对影响港口 VTS 需要程度和管理功能各因素定性分析的基础上,应用海上交通工程方法论,确定了 VTS 按需要程度排序、按管理功能分级的原则,并利用 FUZZY 数学建立了 VTS 总体等级划分的 FUZZY 综合评判模型。计算机模拟结果比较符合实际,具有良好的综合决策效果。
On the basis of qualitative analysis of the factors which affect the demand for
VTS and the management functions of VTS,the principle for the order of demand
and for the degree of management functions is determined in accordance with the
methodology of marine traffic engineering.A synthetic evaluating model used in
the partition of the demand order and the degree of port VTS has been established
with Fuzzy mathematics.Computer simulation shows a satisfactory synthetic deci-
sion——making result which is more tally with the actual situation.
