摘要
国家在教育行政体制改革上的分权趋向到了县一级政府变成了新的集权,这使得中央下放到地方的权力偏移了社会公共利益的正确方向,集权成为当前我国县级教育行政问题的主要根源。本文借鉴公共行政发展的理论,结合我国教育行政发展的自身特点,通过建立以分权、服务为方向的二维分析模型反映县级教育行政改革的实然和应然状态。
The decentralization in the national education administration reform raise the new centralization of county education administration, which against the intention of decentralization of central government and deviate from public interest. This kind of deviation has become the source of education administration problems. The current paper propose that according to the theory of public administration development and the significant character of the development of socialistic education administration in China, the two-dimensional model including the dimension of decentralization and the dimension of service directed administrative function should be built to directly reflect the status quo as well as theideal form of county education administration reform.
