摘要
本文首先定义了“范式”这个学术概念 ,进而探讨了公共行政实践与公共行政理论的起源。在此基础上 ,本文对近一百年来的公共行政思想史作了回顾 ,对重要的概念依据著名行政学者的理解作了定义与阐述。在对公共管理与公共行政的关系进行了五大模式划分的基础上 ,本文作者提出公共管理学是公共行政学的一个新近范式 ,新公共管理是公共行政实践的一个范式。最后 ,该文探讨了公共行政范式转变对中国公共行政实践与公共行政教育的启迪。
This paper defines the academic concept 'paradigm' and explores the root of public administration both as practice and as academic discipline.Next,this paper reviews the intellectual history of public administration from the approach by defining and explanation of important comcepts according to some well known scholars of the field.After the construction of five models for the relationship between public administration and public management,the author proposes that public management is one latest 'paradigm' of public administration.Last,the paper proposes the implications of paradigm shift of public administration for Chinese public administration.
