摘要
公开遴选是畅通基层公务员"上行通道"和公务员队伍内部"二次择优"的一项制度创新,是公务员竞争性转任方式之一,在完善基层公务员培养选拔机制中具有不可替代性。为了将公开遴选工作提升到一个新的层次,本文以重庆公开遴选的实践探索为例,梳理当前基层公务员培养选拔的主要做法,分析存在的问题,并提出提高公开遴选科学化水平以完善基层公务员培养选拔机制的四项对策建议。
Public selection is an institutional innovation of opening “uplink channel”of the grass-roots civil servants and“two preferred”of the internal civil servants.Besides,it is also one of the of-ficial competitive transfer modes.Public selection can not be replaced in the process of improving the cultivating and selecting mechanism of the grass-roots civil servants.In order to promote public selec-tion to a new level,the paper takes Chongqing as an example,and combs the main practice of the current grass-roots civil servants training and selection,and analyzes the existing problems.Further-more,it puts forward four countermeasures of improving the scientific level of public selection in order to perfect the cultivating and selecting mechanism of the grass-roots civil servants.
