摘要
印度虽然偏居南亚次大陆,远离北极,但是出于维护国家安全以及谋求大国地位等因素的考量,该国近年来正积极谋求参与北极事务。本文首先从应对气候变化与战略需求两个层面概述了印度北望的原因,指出北极变化对该国四个方面利益的重要影响,进而介绍了印度为介入北极事务采取的政策实践及其呈现出的一系列特点,最后在前两部分的分析基础之上,对中印就北极事务进行合作的可能性进行了分析与展望。
Although India is located on the subcontinent of Southern Asia,far away from the Arctic,out of the consideration of safeguarding national security and seeking great power status and other factors,in recent years,the country has actively sought to participate in Arctic affairs.This article first starting from the response to climate change and the strategic needs offers the reasons for India's looking to the north,pointing out the country's four major interests affected by the changing of the Arctic.Then the article introduces the practice in India's policy implementation concerning the Arctic affairs.The China-India cooperation on Arctic issues is also analyzed and discussed.
