摘要
本文认为,中国旧的贫困问题已经获得缓解,但新的贫困问题依然严重。政府的扶贫运动已经取得了很大成效,但也存在着财力不足、效率偏低、强化官僚系统及容易滋生腐败等不足,从而需要重视NGO(非政府组织的英文缩写)在扶贫中的作用,主张走官民结合的扶贫道路。
The paper believes that the old poverty problem has been relieved and the n ew poverty problem is still serious in China.Great achievement has been made in government poverty r eduction effort.But there is still s hort of financial support efficiency.As well as a bureaucratic system which i s easy to grow corruption function of NGO in poverty reduction need to be stresse d by government and it holds that in poverty reductin government should jo in efforts with NGO.
