摘要
地方财力是各地公务员津补贴以及公务员工资差距较大的直接原因。作者尝试在理论层面上解析地方财力和公务员工资水平相互关系的四种类型、产生原因和实际影响。基于对地方财力和公务员工资关系类型的关联性分析,探讨不同关系类型之间的转化机理。
Local financial resources are the direct reason that causes a regional big gap of allowances, subsidies and salaries between civil servants. This paper explains four types of relationship, reasons and factual influence of local financial resources and the level of salaries of civil servants from a theoretical perspective. Based on a comparison between local financial resources and the salary levels of civil servants, it explores the transformation mechanism among different relationship types
