摘要
经济体制改革是全面深化改革的重点,改革开放30多年,我国的经济体制改革取得了很大成就:人民的生活水平不断提高,现代企业制度在国有企业中已经初步确立,我国社会主义市场经济的基本框架已经形成。但是在改革中也存在不少问题,如:国有企业"政企不分"的现象依然存在;私营企业有待进一步规范;农村市场发展缓慢;居民收入、分配差距依然很大。为了实现全面深化改革的总目标,推进经济体制改革更好的实现,我们必须从人民群众的根本利益出发,坚持马克思的历史唯物主义;协调好改革进程中的各种利益关系,实现重点突破与整体推进的有机结合;鼓励、支持、引导非公有制经济的发展;对政府与市场的关系进行重新定位,发挥市场在资源配置中的决定性作用;加快完善现代市场体系。
The economic system reform is critical to deepen reform comprehensively. Since the reform and opening--up policy was carried out more than 30 years ago, great achievements have been made in China＇s economic system reform. People＇s living stand- ards have been improving; the modern enterprise system has been preliminarily established in state--owned enterprises; the basic framework of our socialist market economy has been formed. However, there still exist many problems in the reform process. ＂ Enterprise management＂ phenomenon in state--owned enterprises still exists, the private enterprises need further regulation, the rural market develops very slowly, and the gap between residents＂ income and distribution remains large. In order to realize the o- verall goal of the comprehensive and profound reform and to promote the economic system reform, the Marxist historical material- ism hast be adhered to to satisfy the fundamental interests of the people; various interest relations in the process of the reform have to be coordinated to achieve the combination between breakthroughs in key areas and the whole advancement; the develop- ment of the non--public sector of the economy has to be encouraged, supported and guided; the relationship between the government and the market has to be repositioned to make the market play a decisive role in the allocation of resources; the modern market system has to be perfected quickly.
