摘要
行政效率的高低关乎国际竞争力,影响政府的公众形象,当前基层行政效率不高,既有客观原因,亦有人为因素,尚有外部环境,因此提高行政效率需要从政府职能、机构设置,监督考核办法及软环境进行改善。
The international competitiveness relates to administrative efficiency which can influence the government＇s public image. The grass-root administrative efficiency nowadays is not high not only due to the objective reason, but also because of the human factors and external conditions. Thus the administrative efficiency should be improved from the functions of the government,the establishment of administrative agencies, the measures of supervision and examination and soft environment.
