摘要
有效的监督是政策得以顺利实施的重要保证。但在我国目前 ,执行系统的监督机制因体制的依附性而难以正常运转 ,权力机关的监督职能因其有“权”无力而无法完全履行 ,新闻媒体的舆论监督因受行政干预而无法释放能量 ,社会监督因投诉不畅、缺乏保障而难以发挥作用 ,这些方面导致政策执行过程的监督“虚脱”。
Effective supervision is the important guarantee of effective policy implementation.This essay analyses the weak supervision in the process of policy implementation in terms of administrative system,legislature,mass media and the public.
