摘要
在现行“乡政村治”格局中 ,以乡镇党政机构为主要组织形态的乡政权与以村民委员会为主要组织载体的村治权之间存在着不同程度的冲突或矛盾。引发和加剧乡村关系冲突的因素 ,包括规范化的制度供给短缺 ,乡镇政权地位与功能的特殊 ,村委会双重角色的失衡 。
In the current situation of 'countryside politics and village governance',there are various degrees of conflicts or contradictions between village regime,which is mainly in the organizational form of village and countryside(township) party and government,and the village governance power,which is carried mainly in the organizational form of villagers' committee.The author emphasizedly explains and deeply analyzes the various factors that cause or prick up the conflicts in the relationships between countryside and village,including the shortage of supply of normalized institutions,the special status and function of countryside(township)regime,the disequilibrium between the double role of the villagers' committee,etc.
