摘要
乡镇政府现阶段的乡镇管理在农村经济与社会发展中承担着重要职能,但乡镇政府职能的过于膨胀、乡镇政府的偏好和有限理性、乡镇政府干预经济的信息非对称、乡镇政府利益集团的冲突和乡镇政府官僚层级组织的弊端等因素造成了乡镇政府能力的不足,导致其管理失灵。因此,应通过对权力的制约和监督、合理界定产权及对乡镇政府权力能力的责任化等措施来纠补乡镇政府的管理失灵。
The administration of the present villages and towns govemment plays an important role in the countryside economical and social development. However, the instifficiency of the govemmental functions, which are resulted in the excessive expansion of governmental functions, the government fondess and limited reason, its interference in economic information, conflicts among the interest groups and abuse of the official structure of the government of villages and towns, lead to the ineffective administration. Therefore, to rectify the ineffective administration, measures such as limitation and supervision to the prower, reasonable definition of the property right, and responsibility of the govemment power and ability should be employed immediately.
