摘要
我国农业发展战略,以及农地集约使用和规模化生产经营的要求,需要对农村土地流转制度进行改革和制度创新,形成有效的制度供给。制度创新的保障,在于解决好农村劳动力的有效转移。
In order and to meet the demands of the strategy of agricultural development in our country, the intensive farming of rural land, the standardization of production and management to form the effective system of supply, we need to improve and innovate the exchange system of rural land. The protection of system innovation is to make a special effort to solve the problems of exchange rural labor force effectively.
