摘要
风险投资与高新技术产业具有孪生伙伴关系。省情客观上要求江苏必须特别重视技术创新和体制创新。建立完善的风险投资机制、形成多元化投融资体系是江苏发展高新技术及其产业的重要条件。江苏极具发展风险投资的潜力,一是科技创新始发资源丰富,二是风险资本的供给潜力巨大,三是省内各类风险投资机构实力不断壮大。政府要把工作的着力点放在创造有利于风险投资发展的制度安排和制度环境上,提高全社会对创业投资在高新技术成果转化方面所起的重大推动作用的认识;积极进行风险投资法律规范;降低风险投资的"门槛",引导企业、民间资本和国外资本投向技术创新,加快市场体系建设。
Venture investment and hightech industrialization are closely related. Many factors should be considered to help the local government, such as Jiangsu, attract more hightech enterprises: Placing emphasis on technological innovation and institutional creativity; establishing a complete and solid mechanism of venture investment, thus providing multiple venues of enterprise financing. The stable system of hightech enterprise financing and the transformation of financing structure are crucial to the development and growth of venture investment and hightech industrialization. There are some advantages for venture investment in Jiangsu: First, there are plenty of research and development resources; second, huge potential for supplying venture capital is available; and third, some venture investment institutions become more flexible and stronger. In order to keep Jiangsu continue to be an attractive place for venture investment, we suggest that several areas be reformed. The local government should create a stable mechanism of venture investment and maintain consistent policymaking processes, thus attrocting more venture investors to the projects of hightech industrialization. It is essential to make laws and statutes enforceable to protect venture investment. Many incentives, such as lowering the 'threshold' of venture investment, are required to attract venture investors, industrialists from local or foreign enterprises included, to projects of technological innovation, while accelerating marketoriented economy.
