摘要
我国能源安全的实质是石油安全问题。发达国家正反两方面的经验证明,战略石油储备是维护石油安全的有效措施,其他任何措施都不能替代或完全替代战略石油储备对保障石油安全的核心作用。从获取国际比较利益及利用石油储备这张“王牌”维护和谋取商业利益来考虑,也需要快速建立石油储备。国际时局的不稳定性与我国在战略石油储备上的空白,决定了建立石油储备是我国当务之急,国际石油市场的低迷也为我国建立石油储备创造了绝佳机会。我国当前的经济发展速度足以支撑石油储备的建设,建设石油储备还能促进经济增长。从区域特点、地理位置、港口条件、完善石油运输网络和发展现代物流等视角看,大亚湾应该是我国建设石油储备的首选之地。
The essential problem of energy security in China is petroleum security. From the experiences of developed countries, either positive or negative, the strategic petroleum reserve plays an effective role, and cannot be replaced by other means. From the viewpoint of gaining international competitive advantage and commercial benefit, as well as taking advantage of current international oil market weakness, establishing China's petroleum reserve is becoming an increasingly urgent issue. China's current level of economic development can support the expenditure necessary for a reserve, and the construction of a petroleum reserve infrastructure can also accelerate economic development. Regarding regional characteristics, geographical position, harbor conditions, petroleum transportation and logistics, Daya Bay is the best choice to site the first petroleum reserve.
