摘要
我国生态安全指国家生存和发展所需的生态环境处于不受或少受破坏与威胁的状态。西部开发应当是在生态安全基础上的开发 ;西部生态安全法制建设既要着眼于西部地区的特殊情况 ,又要与全国的生态环境法制工作结合起来考虑。西部环境立法完善、基本制度健全、执法保障、环保法制意识增强等系列环节要合理兼顾、突出重点。
This essay is intended to discuss the premise and the countermeasures of eco security and legal guarantee in western China and the great significance. Therefore it arouses a fully new angle of eco security. Maintaining eco security in western China has become a very important aspect of Chinas national developing policies. The western development requires a development based on eco security. The legal system construction of eco security there should be focused on its unique condition and linked with national legal system. Such a sequence of links as perfecting the environmental legislation, strengthening the basic rules, guaranteeing the enforcement of law and improving the legal consciousness must be taken into reasonable consideration with its key points stressed out.
