摘要
无论是历史还是现实，无论是理论还是实践都深刻地表 明，民主是法制的基础，社会主义民主既决定着社会主义法制的性质，又决定着依法治国实 现的程度。社会主义民主政治的本质是人民当家作主，这是一种新型的民主政治。社会主义 民主政治运行必须遵循和实现社会原则、民主原则、公开原则、程序原则和法制原则。社会 主义民主政治的实现，以及在此基础上推进依法治国方略的实施，都离不开改革尤其是政治 体制改革的动力作用。
It is suggested in reality as well as in history, in practice as well as in theory that democracy is the foundation of legal system and that socialist democracy determines the nature of socialist legal system and the degree to which the management of state affairs according to law is materialized. Socialist democracy is a new type of democracy, the nature of which is that the people are the masters of the country. The principles of sociality, democracy, publicity, procedurality and legality should be observed and implemented in socialist democracy. The realization of socialist democracy and the implementation of the general plan of managing state affairs according to law are bound to fail without the motivation of reform, especially political restructuring.
