摘要
本文集中对矿业权出让过程中的实践问题 ,在政策层面进行了研究。对于矿业权出让的认识、出让的方式、收益的分配、底价的确定、闲置矿权的出让、非均衡出让、减轻税费负担、规范评估业务及如何实施监督等几个突出问题 ,进行了分析研究 ,也提出了政策建议和主张。
The paper focuses the study around the policy on the practical problems in the course of granting the mining title. It analyses several prominent questions which exists in the following aspects: understanding of granting the mining title, the way of granting, distribution of income, establishment of base price, the granting of idle mining title, unequal granting, reducing the burden of expenses of taxation, normalizing the evaluation service and how to put supervision into practice. In the light of these aspects, it also puts forward some policy suggestions and proposals.
