摘要
文章认为 ,国家能源安全是指能源供应的稳定性及能源使用的安全性 ,即不论在任何情况下都能保障能源供给、科学防御突发事件及可持续利用。文章结合我国能源需求和供给的实际 ,分别论述了确保我国能源安全及可持续利用的自然、社会、生态支持条件 ,并提出了确保我国能源安全及可持续利用的具体措施。
National energy security means the stability of energy supply and security of energy utilization, namely, no matter what the situation is like the energy supply, unexpected incident by scientific defense and sustained utilization can be ensured. According to the reality of supply and demand for resources, the article discusses natural, social and ecological support conditions for ensuring energy security and sustained utilization in China, and puts forward some specific measures.
