人才资源是西部大开发的关键资源 ,西部地区要实现经济的跨越式发展 ,就必须重视人才在经济和社会发展中的作用 ,积极推进人事制度改革和规范的人才市场建设 ,为人才资源快速成长创造良好的区域环境 。
Human resource is the key resource in West Development.If west areas come true with the pattern of span-development on economy,they must pay great attention to talents who play an important role during the development of economy and society,prompt avtively reform of human resources system, make market construction of human resources standardized,create a good regional environment for talents'growth and for better showing themselves, and do well on talents'development and use effectively.
