摘要
世界一流大学 ,通常是指在世界上科学研究、人才培养和社会服务处于最高水平的研究型综合性大学。从世界范围看 ,建设一批世界一流大学 ,是一个国家高等教育发展和综合国力的体现 ,是一个国家政治、经济和文化发展到一定程度的必然要求 ,是民族复兴和现代化建设的历史必然。创建世界一流大学 ,必须以科学的办学理念作指导 ,按综合性、研究型、国际化的发展思路 ,建立现代大学创新制度 ,实行大学自治与学术自由 ,建设具有特色的一流学科 ,坚持大师治校与民主管理。
World first class university usually refers to comprehensive universities with the highest level in scientific research, talents training and social services in the world. The construction of the world first class university is a demonstration of both the countrys higher education development and its synthetic power. It is the inexorable demand of a country when it reaches a certain stage of political, economic and cultural development. And it is also a historical necessity for a countrys modernization and national revival. To construct world first class university needs the guidance of scientific administrative ideas. By following the ideas of synthetic, academic and international development, we should strive to build a new modern university with self governing, free academic circumstances, first class disciplines with distinctive features and a perfect administrative system of master governing and democratic management.
