摘要
针对我省集体林区山林权流转的三种基本类型，揭示了各种类型的产生原因，综合评价了集体林区山林权流转所起的积极作用，并着重分析了我省处于不同经济发展程度区域之间林地使用权流转中行为和观念上的差异性，强调山林权流转必须分类施策，因势利导。为全面实施森林资源资产化管理，必须根据我省山林权流转现状，建立市场化的山林权流转机制模式。
Analysis was made on causes and their roles of three forms of circulation of collective forest-property in Zhejiang mountainous region. It had differences in forms and concept in the circulation because of varied economic development situation, therefore it needs to be administrated along its course of development. According to the current situation of circulation of forest-property in Zhejiang, market-oriented pattern was recommended to manage forest resources as capital.
