摘要英国公共服务的市场化处于全球领先地位,政府采用服务合同外包的方式鼓励私营机构参与市场竞争,提升了公共服务提供的效率。英国公共服务外包发展的历程与经验表明,公共服务外包是当今世界各国公共管理领域改革的趋势。通过详细分析英国公共服务外包的经验与教训,并结合我国实际国情,从公共服务市场竞争环境等几个角度分析英国经验对我国公共服务合同外包发展的启示,以帮助逐步构建更贴合中国实际的公共服务外包管理机制。 The UK has been in a leading position to marketize its public service in the world,which has encouraged the private sectors to join the competition of contracting with public service and improved the efficiency of supplying the service. The history and experience of the UK showed that the outsourcing contract of public service was the trend of public administration reform over the world. This paper made an analysis in detail on the history of outsourcing contract of public service in the UK,discussed the experience and inspiration to the public service contracting in China from the field of market competition environment,and tried to promote the establishment of management mechanism of outsourcing contract of public service in China.
