摘要
【目的/意义】完善政府数据开放主体制度对于提高政府数据开放效果与效率均具有直接影响。【方法/过程】以开放数据分析为基础结合开放政策文本分析,以政府信息公开、政务公开、数据公开、电子政务等开放政策法规为基础,分析总结政府数据开放主体制度存在的不足及其带来的问题,提出完善对策。【结果/结论】从开放主体法定性、主体整合、主体责权协调与主体免责等方面提出了完善政府数据开放主体制度的具体路径。
【Purpose/significance】Improving the subject system of open government data(OGD)has a direct impact on raising the effect and efficiency of OGD.【Method/process】Based on the analysis of open data and the text of policies and regulations for government information disclosure,government affairs opening,open data,e-government and so on,the paper investigates and summarizes the shortcomings of the subject system of OGD and the problems it has brought.Then some countermeasures are proposed.【Result/Conclusion】We put forward some specific path from the legality,integration,responsibility coordination and exemption of the open subject.
