摘要
无论是谈判动机还是贸易利得,美国是否参与TPP,对于TPP/CPTPP各成员而言都有着关键性影响。基于GTAP模拟的贸易利得比较结果表明:CPTPP尚不足以吸引或迫使美国重返TPP。鉴于国内市场规模在谈判区域贸易安排上的关键作用,中国完全可以在商签贸易协定过程中充分发挥国内市场优势,适时推动中国主导的区域贸易集团和中国版规则的构建和发展。
This paper compares the evolution of the motives,which include economic and non-economic motives,and trade gains between the case of TPP with the U. S. and the case of CPTPP without the U. S.. The results showthat the factor of the U. S. plays a predominant role in the negotiations of TPP/CPTPP,but CPTPP has no enough attractiveness for the return of the U. S. according to the simulation result based on GTAP. In viewof the critical influence of huge domestic market in the FTA negotiations,China shall make full use of her huge domestic market advantage and push forward the China-led regional trade group and China-version trade rules in future.
