摘要
移动互联网的特征决定了"共享单车"除了具有"使用付费"的租赁性外,还具有准公共产品使用的排他性,而随之带来的负外部性问题尤其是社会风险急需得到全社会的高度重视。通过梳理近年来"共享单车"的发展情况,进一步探究其本质特点,本文在分析隐藏于其中的社会风险的基础上,有针对性地提出了治理思路和治理措施,以避免城市慢行交通系统的社会风险。
Relying on the use characteristics of the mobile Internet conditions,it is decided that the "shared bike" has not only the leasehold of "use and payment",but also the exclusive use of quasi-public goods.The risk of social security in negative externalities is urgently needed to be highly valued by the whole society.Through systematic review of the development of "shared bicycles" in recent years,further explore its essential characteristics,summarizing and analyzing hidden risks of social security,and putting forward the idea of governance and specific measures to avoid Social risk factors of urban slow traffic system.
