摘要
随着跨区域公共危机越来越常态化,作为治理主体的地方政府之间进行合作已成为化解跨区域公共危机的核心议题。本文以交易成本分析为视角对跨区域公共危机治理中地方政府合作的现状及困境进行了分析,在此基础上提出应建立保证区域内整体利益最大化的府际契约机制、协调机制、利益分配机制、运行保障机制,并通过降低地方政府合作过程中产生的各种交易成本以摆脱地方政府间合作困境,从而实现跨区域公共危机的有效治理。
As cross-regional public crises become more and more normal,cooperation between local governments as the main body of governance has become a core issue in resolving cross-regional public crises.Therefore,based on the perspective of transaction cost analysis,this paper takes the transaction cost analysis of local government cooperation in cross-regional public crisis governance as the starting point,and discusses the status quo and dilemma of local government cooperation in cross-regional public crisis governance.It is proposed to establish an inter-governmental contract mechanism,coordination mechanism,benefit distribution mechanism and operational guarantee mechanism to ensure the overall benefit of the region.Make for reduce the various transaction costs generated in the process of local government cooperation,solve the dilemma of local government cooperation and achieve effective governance of cross-regional public crises.
