摘要
地方合作是中国转型时期兴起的一种区域经济现象。从制度变迁的视角出发,地方合作首先是一个从需求到供给的过程:合作的需求源自市场化和分权化改革形成的动力和压力;合作的供给主体包括中央、地方、企业和民间组织等。其次,作为中国改革进程中制度变迁的一例,地方合作的产生、发展和演变又"内嵌"在复杂的制度结构中,是多种制度变迁交互影响的结果。同时,地方合作的深入也推动了其他政治、经济制度的变革。在转型过程中,各种制度间的相互作用对我们理解中国的地方合作及其演化逻辑具有重要意义。
Local cooperation is a regional economic phenomenon rising in the Chinese transition period. First, local cooperation is a process from demand to the supply from the perspective of institutional change ： the demand for cooperation from the pressure of the market and decentralization reformation; cooperation including the central and local governments, the business and civil society organizations and so on. Secondly, as the example of institutional changes in the process of China reform, the generation, development and evolution of the local cooperation have ＂embedded＂ in the complex strneture of the system, and a result of the interactions of a variety of institutional change. Meanwhile, the depth of local cooperation has also contributed to other political and economic systems changes. In the transition process, the interaction between the various systems has great significance for us to understand China＇s local cooperation and its evolution logic.
