摘要
本文在对我国公益类科研机构的现状深入调查分析的基础上,指出了这些公益类科研机构当前存在的主要问题,并从政府职能和国家目标达成的角度思考公益类科研机构的改革定位问题,提出我国公益类科研机构改革应从扩大外部性和打破公益性科研成果垄断入手来实现其目标定位,最后,指出公益类科研机构的改革方向是逐步向非营利科研机构转制。
On the base of deeply investigating and analyzing the present situation of public good scientific research organizations in China, the major problems of these organizations have been pointed out in this article. The reformation object of public good scientific re-search organizations has been thought deeply form the angle of how government function and nation objective being reached. It has been put out that the reform objective of pubbc good scientific research organization can be reahzed through enlarging outside effects and breaking public good scientific research organizations is turning to non - profit scientific research organizations.
