摘要
对风险的含义做了明确界定，指出风险分析与度量必须跟具体的风险承受主体相联系，在此基 础上对国际工程项目风险测度指标进行了系统研究，提出了毛风险和净风险两对新概念．毛风险是 指风险承受主体在没有采取风险防范措施的情况下将可能承担的风险损失量；而净风险则是采取向 保险公司投保，向分包商实施专业分包和劳务分包等措施以后的剩余风险损失量．最后建立风险承 受主体的效用计算方法．
The meaning of risk is well-defined first,and it is then stressed that risk analysis and quantification should be connected with the specific risk-bearing party. On such basis,a systematic study is carried out on the risk measearing index of international project item, two new concepts, i. e., gross risk & net risk are established. Gross risk is defined as the possible loss to the bearing party without taking any precautions, and net risk is referred to as the remained loss to the bearing party after taking such precautions as buying insurance & subcontracting to other contractors. The utility quantification methodology is given in the last.
