摘要
随着人口的持续增长和经济的高速发展 ,传统的水资源分配体制已不能满足日益增长的用水需求。通过发展水权市场 ,采取水权交易的方式来重新配置水资源正是缓解我国目前水资源短缺问题的有效途径之一。通过对“东阳义乌”水权有偿转让的典型剖析 ,论述了发展水权市场的历史必然性及其重要意义 。
Following the sustainable increase of population and the high speed economic development, the traditional distribution system of water resources can not meet the day by day increasing water demand. By means of developing water right market and adopting water right trade to re dispose water resources, is one of the most efficient ways to alleviate the problem of water shortage. Through analyzing the onerous transfer of water right between Dongyang and Yiwu cities, the historical necessity and significance of developing water right market are discussed. Meanwhile, several problems needing attention in the process of developing water right market are pointed out too.
