从水权制度的基础——产权经济理论以及特点来分析,建立中国特色的水权制度要从摸清水资源家底、分 析需求结构、配置初始水权、建立水权市场着手。
The analysis is based on the foundation of water
right system--theory and characteristics of the water
right economy. It is proposed to set up a Chinese-style water right system by regulating original water right and establishing water right market on the condition of clearly defining the resources and demand structure.
