摘要
农村社会保障是我国社会保障制度建设的薄弱环节 ,其严重滞后既影响到农村和全社会的稳定 ,又制约着土地规模经营和农业经济效率。在农村目前条件下 ,通过建立土地股份合作社 ,实现土地使用权的流转可以较好解决以上矛盾 ,即 :在长期坚持农户土地承包制不变的基础上 ,将土地集中进行规模经营 ;产品则在承包者和使用者之间分配 ;农民依据承包权得到一定收益以保障基本生活 ,使用者则根据其要素投入得到相应收益。
The rural social security is a weak link in the Chinese social security system which affects both rural and the whole society's stability and agricultural efficiency. Under the present rural circumstances, we can solve above contradictions by setting up the joint stock partnership based on land contracts and land transfer.Farm products are allocated between contractors and users: Contractors can get some profit so as to meet the basic needs according to the land contractual rights, users can get corresponding profit according to the essential factors which they put into production.
