摘要
中国银行业的监管有着与国际上同样的课题 ,但是由于中国特殊的经济和政策体制及所处的特殊历史时期 ,中国银行业的监管面临着种种特殊性。这种特殊性主要体现在监管对象和监管的社会环境两方面。监管对象的特殊性有 :1 .银行机构的委托代理机制不健全 ;2 .银行的财务约束软化 ;3 .监管信息容易失真 ;4.银行业存在一定的道德风险 ;5 .银行业的历史包袱很重。监管环境的特殊性有 :1 .政府保护地方利益 ,直接间接干预银行 ;2 .逃废金融债务较为普遍 ;3 .法律环境不利于银行保全和实现债权 ;4.交通通信条件比较落后。上述特殊性将在我国存在相当长的时期 ,并决定了我国银行监管体系的特殊性 ,即 :1 .监管必然要不断宽化和深化 ;2 .设置足够数量的监管机构和配备足够的人力资源 ;3 .监管的成本将比较高。
Banking supervision in China is confronted with the same issues as in the rest of the world. But because of China's specific economic and political systems and because China is currently at a special period in history, banking supervision in China is characterized by many special features which are mainly embodied in the objects of supervision and the social environment for supervision.The objects of supervision have the following features:1. The principal-agent systems in banks need perfection.2. Financial disciplines in banks are softened or inadequate.3. Supervisory information is easily distorted.4. Moral hazards exist in the banking industry.5. The banking industry has a heavy burden left over by history.The social environment for supervision on the other hand is characterized by the facts that:1. Local authorities interfere in banking either directly or indirectly for protection of local interests.2. Dodging of financial debts is a relatively widespread phenomenon.3. Disadvantaged legal environment makes it difficult for banks to preserve and excise their rights as creditors.4. Transportation facilities and communication networks are relatively underdeveloped.The above mentioned features will be existent for a fairly long term and they will determine the special features of the banking supervision system in China. These features include:1. Supervision must be broadened in scale and deepened in depth.2. A sufficient number of supervising organizations must be established and adequately manned.3. The cost of supervision will be relatively high.
