摘要
推进农业产业化 ,要重新审视传统的资源比较优势战略 ,根据增强竞争优势的要求 , 进行农业产业化的发展定位。要着眼于整个农业产业链 ,增强农业的创新能力。为此 ,要 高度重视农业企业家的成长 ;把加强农业产前、特别是产后开发 ,作为我国农业增强竞争 优势的重点 ;加大农业技术结构的调整力度。要着眼于整个农业产业链 ,加强农业污染的 治理。推进农业产业化 ,要加快农村金融改革 ,优化农民的融资环境。为此 ,要加快改革 农村信用社 ;谨慎积极地发展民间金融 ;探索发展真正意义上的合作金融 ;加快信用担保 机制的建设 ,加大农村金融政策的调整力度。
To give impetus to agriculture integration, more attention should be paid to taking advantage of the superiority on competitiveness, rather than the comparative superiority on natural resources, and remake a relocation for agriculture integration. Therefore it is key to enhance the innovatory ability of entire agriculture industry system. We should attach important to growing up of agriculture-entrepreneur, strengthening the development before and behind agriculture production, readjusting the structure of agriculture technology, and reducing agriculture pollution. The reform of rural finance should be speeded up to improve the circumstances on financing for agriculture. It should be taken seriously to reinforce the reform of Rural Credit Cooperatives, develop the non-governmental finance cautiously and positively.
