摘要
阐述了建立公路建设项目环境后评价制度的重要性和必要性 ,把环境后评价列为环境评价分类中的主要组成部分 ,分析了环境后评价和环境影响评价的关系 ,提出了为加强建设项目延伸管理 ,把环境后评价和项目后评价纳入建设程序的思路 ,分析了环境后评价的作用 ,并对有关建立环境后评价制度的几个问题进行了探讨。
The importance and necessity of setting up the environmental post assessment system for highway construction projects are presented. Environmental post assessment is taken as a principal component in the classes of environmental impact assessment and the relation between environmental post assessment and environmental impact assessment is analyzed. The reasons are given that environmental post assessment and project post assessment should be incorporated into construction programs so as to strengthen a project and to extend its administration. The functions of environmental post assessment are analyzed and a number of problems in setting up environmental post assessment systems are discussed.
