摘要
从农用水资源的供求矛盾出发 ,阐述了水资源价值评价的基础理论和主要方法 ;介绍了国内外水价理论的最新观点 ,并提出作者的看法。在评价方法的运用上 ,突出了边际成本的重要性 ,认为使用者成本和外部成本是水资源价值的组成部分 ,全面科学地评价水资源价值有利于灌溉用水的经济效益。
This paper expounds the basic theory and the major methods in evaluating the value of water resources in terms of the supply-demand contradiction of water resources for agriculture. It gives an introduction to the latest ideas of water price at home and abroad as well as the author's opinion. In the method of evaluation, the importance of marginal cost is stressed. It is thought that the user cost and external cost are the components of the value of water resources, and that comprehensive scientific appraisal of the value of water resources will be advantageous to the economic benefits of irrigation water.
