摘要
在现代综合运输体系中，公路运输仍是最主要的运输方式．由于自然、经济等原因，甘肃公路交通建设比较落后，面对现代交通的发展趋向，作为一项复杂的系统工程，智力引进成为交通建设的关键．这就需要在工程设计、技术、施工、管理、维修、运输诸方面大力进行智力引进．为此，必须转变观念，制定优惠的引智政策，政企分开，开放市场，营造优良的引智环境，以吸引高级人才．
Highway transportation is still the most important means of transportation in the modern complex transportation system. The construction of highway communication in Gansu is still backward because of natural and economic reasons. Facing the developing trend of modern communications, importation of intelligence, as a complex systematic work, becomes the key to the construction of communications. So importation of intelligence should be carried out in the field of project design, technology, construction, management, repair and transportation. So stand should be changed and preferential policies should be made to attract talented people. With enterprises separated from governments and markets open, suitable environment will be created so as to attract more and more advanced talented persons.
