摘要
国家创新能力是一个国家创新水平与潜力的综合体现 ,也是国家创新系统要解决的核心问题之一。本文在国家创新能力评价指标与方法、预警机制研究基础上 ,提出了建立国家创新能力预警信息系统的必要性 ,分析了系统建立的方法。
National innovational capability(NIC)is a sign of national innovative level and potentiality.It is also the core problem of national innovation system(NIS).Based on the evaluation indicators of NIC and early waming mechanism,this paper points out the necessity of establishing NIC's early warning information system,and analyses the methods,steps and main problems of early warning information system.
