摘要
社会福利最大化是政府再分配的政策目标。政府再分配在增进公平、带来正社会福利效应的同时,由于再分配漏损、引致效率损失等原因也会对社会福利产生负面影响。优化政府再分配政策应着眼于实现公平和效率的均衡:选择合理的再分配方式、保持适度再分配规模、提高再分配效率,在寻求社会公平的同时,尽可能减少再分配漏损、减轻效率损失。
The goal of Government Redistribution is to maximize the Social Welfare . Positive Social Welfare effect such as Social Fairness and negative Social Welfare effects such as leakage, efficiency loss can be caused by Government Redistribution at the same time. It is necessary to select rational ways, keep moderate scale,strengthen the management. In this way , the promotion of efficiency, the reduction of leakage and efficiency can be achieved during the period of realizing of Social Fairness.
