摘要
创新集群是有效驱动区域经济发展和增强国家竞争优势的经济组织形式,发展创新集群对我国经济转型和发展有重要意义。基于国外创新集群理论与实践的发展经验,界定了政府创新集群策动的含义并论证政府进行策动的必然性。在分析当前中国情境对创新集群策动的影响的基础上,总结了国内创新集群策动的探索性做法,提出了政府在我国创新集群策动的启动、作用和成熟阶段应有不同作为的动态发展路径,并对发挥政府作用应该注意的问题和进一步的研究方向进行展望,为政府区域发展、科技创新和集群政策的制定提供依据。
Innovation cluster is an effective economic form for driving regional economic development and enhancing competitive advantages of nations. Developing innovation cluster is of important significance for China＇s economic transformation and development. Based on the foreign experience of the development of innovation cluster theory and practice, this paper defines the meaning of government initiating innovation cluster. By analyzing China＇s effects on initiating innovation duster, this paper summarizes the exploratory practices of the innovation cluster construction in China, and puts forward a dynamic developing path, in which the government plays a different role in the start, acting and mature stage of initiating innovation cluster. It discusses the problems of playing the government＇s role deserved to pay attention to the further research direction. It is expected to provide basis for the policies establishment of regional development, scientific and technological innovation and innovation cluster.
