摘要
公共文化服务社会力量参与是各种非政府组织和个体基于自身的优势和资源,参与公共文化服务体系建设的实践活动。它不仅是公共文化本质属性的内在要求,有效应对公共文化服务中"政府失灵"的手段,也是社会力量快速增长的必然趋势。基于近年来浙江省公共文化服务社会力量参与的实践经验分析,启示我们要充分发挥社会力量的作用,需要加强投入机制、运营机制以及约束机制的创新。
The social forces＇ participating in the public culture service is some activities which the various non-governmental or-ganizations and individuals are engaging in the construction of the public cultural service system based on their own advantages and re-sources. It is not only the inherent requirements of the public cultural service attributes and the effective means dealing with the＂gov-ernment failure＂in the public cultural services, but also an inevitable trend of the social force＇s rapid growth. Based on the analysis of the practical experience of the social forces＇ participating in Zhejiang Province in recent years, it enlightens that we should strengthen the innovation of the investment mechanism, the operation mechanism and the restriction mechanism for playing full role of the social forces.
