摘要
我国农民合作经济组织的存在与发展对于当今农村经济发展有着十分重要的意义。然而,我国农民合作经济组织在发展壮大的过程中存在着组织成员素质偏低、组织规模偏小、市场竞争力不高、政府对农民合作经济组织支持力度不够等问题。这些问题存在的症结在于有关农业、农民合作经济组织的法律体系尚不完善,农民合作经济组织的法律地位尚不明确、运行尚不规范。农民合作经济组织得以健康发展的出路在于完善农民合作经济组织的法律法规体系,明确其法律地位,规范其运行机制,加大政府对农民合作经济组织的扶持力度。
The existence and development of farmer cooperative economic organizations is of great significance to the development of rural economy. However, there are many problems in the development of China＇s farmer cooperative economic organizations, for example, the low quality of the mem- bers, the small size of the organizations, the weak market competitiveness, the inadequate governmental support. The cause of these problems lies in the flawed legal system related to agriculture and the farmer cooperative economic organizations, and the undefined legal status and nonstandard operation of such organizations. The way out of the dilemma is to improve the legal system concerning such organizations, define their legal status, regulate their operation mechanism, and increase the governmental support.
