摘要
上海汛期降雨强度明显大于城市排水标准,初期雨洪污染负荷较大,对社会经济以及环境造成了较大危害,这些问题历来是困扰上海的难题,而国际上模拟开发之前雨水的自然循环过程,实践低影响开发等先进的雨水管理理念,缓解了传统的城市化过程中带来的城市内涝、城市面源污染等不利影响,值得上海借鉴。通过归纳国际先进的雨水管理理念,从综合管理和市场引导两方面探讨国际上雨水管理的激励机制,针对上海的现状问题,分别从综合管理、市场激励和公众宣传层面提出了建议,以期对上海的雨水管理工作提供参考和借鉴。
Great socio-economic and environmental damage have been caused by the short rainfall duration in flood season, significantly greater flood in-tensity than the urban drainage standard and large initial stormwater pollu-tion load,which has been a puzzled problem in Shanghai for many years.For-eigners imitate natural rainfall cycle before the development and practice low-impact development, as a result it alleviates urban waterlogging, urban non-point source pollution and other adverse effects caused by the tradition-al process of urbanization. Experience worthes learning. By inducing interna-tional advanced water-saving and stormwater management philosophy, The paper investigates water conservation and stormwater management incentive from the integrated management and market guidance aspects.Aiming at Shanghai＆#39;s cur-rent problems, advices on the aspects of integrated management, market incen-tives and public awareness are given, which hopes to offer some reference for the future work of water-saving and stormwater management in Shanghai.
