摘要
随着国家发展改革委员会《电力需求侧管理办法》的颁布实施,各级电网企业为履行节能减排的社会责任,也相继成立了节能服务公司,将合同能源管理(EMC)作为节能减排项目的一种重要方式。然而由于我国相关法律的滞后,之前运行的节能服务公司已经遇到一些十分难以解决的法律问题,对此电网企业的节能服务公司应引起高度重视。
As the National Development and Reform Commission issued and implemented Power Demand Side Man- agement Regulations, many grid enterprises at all levels have set up energy-saving service companies to fulfill our so- cial responsibility of energy saving and emission reduction. EMC is one of the most important ways. It is now in rapid development period. However, the former companies have some very difficult legal issues because of the incompleteness of law. Energy-saving Service Companies of grid enterprises should pay more attention to them.
