摘要
风险管理是住宅小区节能改造项目运作的关键环节,风险评价是风险管理的重要方面,为有效地评价项目风险,进行控制对策后的项目风险评价研究。根据项目风险的层次关系,建立项目风险集合,包括前期风险集合、实施过程风险集合和运营管理风险集合。基于风险控制的普遍性与特殊性的原则与方法,建立风险控制基本库和风险控制创新库。采用综合评分法和风险并和加法规则,建立住宅小区节能改造项目控制对策后风险评价模型。通过应用分析,表明控制对策后风险评价模型具有合理性和实用性。
Risk management is key to the energy-saving reconstruction project of residential district and risk evaluation is important to risk management.In order to evaluate the project risk effectively,the project risk after strategy of risk control is discussed.According to the hierarchy of project risk,the set of project risks is completed,which includes the preconstruction phase risk set,the construction phase risk set and the operation phase risk set.In light of the principle and method of universality and particularity for risk control,the general box and the innovation box for project risk control are built.Using synthesis scoring method and addition rule of risk combination,the evaluation model of risk after strategy of risk control for energy-saving reconstruction project of residential district is established.To illustrate the rationality and practicability of this model,a case study is demonstrated.
