摘要
针对高校国防科技成果转化影响因素复杂、成果转化率低等问题,在分析高校国防科技成果转化内涵的基础上,设计由国防科技成果转化环境、已有国防科研能力和国防科技成果转化效果3个维度构成的指标体系,进而运用层次分析法(AHP)和模糊评价法(FCE)构建高校国防科技成果转化评价模型。通过实例分析表明,该方法能将定性与定量因素有机结合,将传统打分评估中的人为主观因素和盲目性降到最低,使评价结果更加科学、公正和合理。
Aiming at the problem of complex factors,low rate of transformation of national defense scientifical and technological achievements in university,this paper designed an index system including the environment of transformation,the ability of scientific research and the effect of transformation based on the analysis of the connotation of national defense scientifical and technological achievements transformation in university. And then the paper built a model with analytic hierarchy process(AHP)and fuzzy comprehensive evaluation(FCE). The research on the case shows that the method can combine qualitative and quantitative factors,reduce the subjective factors in the evaluation of the traditional scoring and blindness to the minimum,which makes the evaluation results more scientific,fair and reasonable.
