资金投入是促进种子企业发展,振兴种业的前提。品种权质押贷款为解决种子企业融资难问题开辟了新的途径。现通过分析品种权质押贷款面临的法律风险和价值风险,有针对性地从商业银行、政府、担保机构、评估机构等方面提出了品种权质押贷款风险防范的对策建议。
