摘要
保障我国的粮食安全是一项长期艰巨的任务。粮食安全是一种特殊的公共品 ,因此它是政府的责任。政府对粮食安全的认识应该从对“产量”、“自给率”有限的空间中解放出来 ,放开安全的视野 ,重点关注粮食生产潜力的增强和安全规则的制定。
It is a long term arduous duty to ensure food security in china. Food security is a special public good for which Chinese government must take the responsibility. Luxury food consumption should be peeled off from the field of food security. The present views on food security should be liberated from 'production' and 'self support rate', and productive potential and game rules of food security should be paid more attention to.
