摘要
本文通过对国际农业推广改革基本背景与实践的分析 ,系统阐述了当代世界农业推广改革的主要战略与模式 :结构分权、财政与投资制度改革、用户参与、商业化与私有化等。文章对每一种改革措施的具体做法、经验与不足之处作了比较详细的讨论 ,对国际农业推广改革的基本趋势进行了预测 ,最后结合我国实际 ,对我国农业推广的改革提出了若干建议。
This paper reviews the background and the progress of the worldwide agricultural extention reform. Some main reform measures including structural decentralization, fiscal & investment system reform and participation are discussed. Through the comparative analysis on the situations and practices in different countries, some practical suggestions are put forward the agricultural extension reform in China.
